I searched “Are rolling papers biodegradable.” The first organic hit is a Reddit compost thread on RAW papers. The first blog twin, Smokecones, says RAW papers, tips, and cones are biodegradable because they are plant fibre, then admits plastic tubes are not.

Which Part Can You Even Claim?
Sheet. Gum. Ink. Inner wrap. Outer carton. I’ve seen brands print “biodegradable” across a full-bleed logo and a plastic sleeve. In my experience the retailer asks for the standard, not the mood.
I’ll ask which part they want to claim. If they cannot name a test method, I leave the word off.

Why FSC Is the Wrong Stamp

How to Brief Packaging Versus Paper
Write two rows: paper claim, pack claim. If the sleeve is plastic, say plastic. If you want paper wrap, say paper wrap and pay for it.
