A rigid inner—tray, partitioned carton, or tight sleeve—beats a loose poly bag; the inner should be only slightly larger than the cone stack so walls, not paper tapers, take the side load.

I will approve a bag only when it is stuffed to a firm brick and then locked inside a fitting carton. A half-empty bag in a large master is the worst common setup I still see. Retail display boxes can work as the inner if they are packed full and then overboxed. Empty display wells that rattle will print your logo onto a crushed shoulder.

I specify orientation because “just fill the box” is how crowns become legs.

Lay cones so the long axis shares load with the carton wall, and do not stack raw crowns as the vertical column; tips and pack edges should be the compression path, not the open taper.

I have seen crews stand cones like candles because it looked tidy. That turns every bounce into a crown hit. A nested or laid pack with a pad on top survives a forklift far better.
